Conservation of National Traditional Culture Encouraged

ADB Approves US$40 Million Loan for Key Reforms in Service Delivery in Cambodia

Phnom Penh, July 26, 2023 --The Asian Development Bank (ADB) has approved a US$40 million policy-based loan to support the Government of Cambodia’s efforts to further enhance public service delivery by local administrations through a series of reforms in public finance and decentralisation.According to an ADB’s press release this morning, this second and last subprogramme loan under the Second Decentralised Public Service and Financial Management Sector Development Programme completes a series of reforms to strengthen the role and capacity of local administrations to effectively deliver public services. Reforms under the second subprogramme are designed to strengthen planning and budgeting, revenue and expenditure management, and the capacities of staff at the local administration level to deliver improved services, bolster local government planning, and improve people’s access to public services.“Reforms and digital solutions implemented under the programme will help align local plans with national and provincial budgets for a more effective and equitable delivery of basic public services like access to water, sanitation, and education,” said ADB Country Director for Cambodia Jyotsana Varma. “Measures undertaken under the programme will also boost women’s participation in local decision-making.”This programme builds on ADB’s long standing support for decentralisation reforms in Cambodia, including the development of a policy and regulatory framework for decentralisation as well as support to strengthen revenues and their management at the subnational level. ADB has helped establish one-window service offices for more responsive service delivery, as well as ombudsperson offices to monitor the improved breadth, depth, and quality of services delivered.The second subprogramme focuses on strengthening coordination for responsive and accountable service delivery and enhancing revenue and expenditure management to meet needs at the local government level. It further deepens reforms approved under the first subprogramme, which aims to develop public administration skills and competencies for local administration officials by operationalising the National School of Local Administration.ADB has been a partner of Cambodia in supporting reforms in public finance management and decentralisation since 2002, with an emphasis on pursuing policies to deepen both administrative and fiscal decentralisation measures for improved service delivery, local economic development, and poverty reduction. This new programme loan is in line with ADB’s country partnership strategy for Cambodia for 2019–2023.ADB is committed to achieving a prosperous, inclusive, resilient, and sustainable Asia and the Pacific, while sustaining its efforts to eradicate extreme poverty. H.E. Dr. Hun Manet to Become New Prime Minister of Cambodia from Aug. 22

Third Ring Road to be Officially Put into Use Next Week

French School of Asian Studies Donates Artifacts to APSARA National Authority

Phnom Penh, July 20, 2023 --The French School of Asian Studies or The École française d'Extrême-Orient (EFEO), a partner of the APSARA National Authority in the conservation and research work at the Angkor site, has handed over 31 boxes of artifact fragments including one Buddha statue, and one Bai Sema to the APSARA National Authority for preservation, research, and inventory.The handover ceremony took place in Siem Reap provincial city on July 20, according to a news release of the APSARA National Authority.Tin Tina, Deputy Director of the Department of Research, Training, and Communication, said that all the donated artifacts had been found by excavation at some research sites in Angkor, such as Kouk Ta Siem, Boeung Don Pa, Ung Mong, Baphuon and Prey Moni.He added that these items comprise firstly, 27 boxes of ceramics from the Baphuon Temple, including hard pottery, fragile pottery belonging to Khmer as well as Chinese, Siamese, and Vietnamese ceramics; second, two boxes of sandstone pieces from Kok Ta Siam; third, there are two boxes of sandstone pieces from Boeung Don Pa, Kork Ta Siam, and the Ung Mong temple; and fourth, one Buddha statue from Ung Mong Temple and one Bai Sema from Prey Monti Temple.After receiving all these items, he continued, the APSARA National Authority’s experts will prepare for the preservation in a technical manner, and the authority will organise a non-permanent exhibition in the Preah Norodom Sihanouk-Angkor Museum to display to the national and international tourists to study and explore Cambodian art.This is the third time that the French School of Asian Studies has handed over archeological artifacts from excavations at some research sites and temple restoration sites to the APSARA National Authority.

Workers-Employees to Have 3 Days off to Go to Vote in the National Assembly Election

The Ministry of Labor and Vocational Training (the “MLVT”) has issued the Guideline No. 058/23 dated 18 July 2023 on Allowing the Workers-Employees to Have 3 Days off to Go to Vote in the National Assembly Election, 7th Legislature (the “Guideline”).According to the Guideline:• All owners and directors of factories, enterprises and institutions within the scope of the Labor Law, including handicrafts, companies, hotels, restaurants, entertainment clubs, casinos, supermarkets and all businesses must allow workers-employees to have three paid days off from 22 to 24 July 2023 to go to vote in the upcoming National Assembly Election that will be held on 23 July 2023.• The labor inspectors at the ministerial, departmental and capital-provincial level shall inspect the implementation of the 3 days off as required above. In case of any non-compliance with the requirement as mentioned above, the legal measures shall be applied.

350 Public Buses Ready For Free Transport For Sunday Election

Phnom Penh July 18, 2023 --Phnom Penh Municipal Hall has prepared 350 public buses to transport people from Phnom Penh to their hometowns during the general election which will fall on Sunday, July 23, 2023.The public buses will be available in ten different locations in Phnom Penh for three days – from July 22 to 24, said H.E. Khuong Sreng, Governor of Phnom Penh, in a meeting held here on July 18.Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen has recently ordered Phnom Penh Municipal Hall to deploy the state’s public buses to transport people from Phnom Penh to their hometowns, underlining that the transport service is free of charge and without political discrimination.The Premier also asked the provincial administrations to work with the Phnom Penh Municipal Hall and the Ministry of Labour and Vocational Training to identify the number of buses and drivers needed by each province.All civil servants, workers and employees will have three days of paid leave from July 22 to 24, 2023 so that they can go to the July 23 poll.

Ministry of Post Builds US$30 million National Data Centre

Phnom Penh, July 19, 2023 --The Ministry of Post and Telecommunications kick-started here on July 19 the construction of the National Data Centre, funded byy a national budget of nearly US$30 million.Speaking at the groundbreaking ceremony, H.E. Chea Vandeth, Minister of Post and Telecommunications, said that the National Data Centre is important for the public and private sectors in Cambodia to take advantage of the data to promote the development of their institutions and it marks a major step forward for Cambodia in the digital revolution.“The National Data Centre will be a place to collect and store government data and company data from key sectors by providing a secure and reliable modern technology infrastructure as well as benefits to institutions such as data sovereignty, money saving and capacity strengthening for a better service provision,” he said.Located in Sangkat Srah Chak, Khan Daun Penh, Phnom Penh, the 12-storey building of 36 metres wide and 63 metres long of the Tier IV National Data Centre will be completed in 2025.

5th Legislature Senate Election to Take Place in February 2024

Phnom Penh, July 18, 2023 --Cambodian Senate will hold an election for the fifth legislature on Feb. 25, 2024, according to a resolution of the Royal Government of Cambodia issued this afternoon.The election will not be by universal suffrage. Only commune councillors throughout the country and parliamentarians will take part in this election.The Cambodian political parties will compete for 58 of the 62 Senate seats. Two of the remaining four seats will be appointed by His Majesty the King and another two by the National Assembly.For the 4th legislature Senate Election held on Feb. 25, 2018, the ruling Cambodian People’s Party (CPP) won all the 58 Senate seats.The other three participating political parties – the royalists FUNCINPEC Party, the Cambodian Youth Party, and the Khmer National Unity Party – got some votes, but not enough to win a seat.The term for senators is six years, according to Article 102 of the Constitution of the Kingdom of Cambodia.
