Supreme Consultation and Recommendation Council Holds Its First Meeting

Phnom Penh, December 06, 2023 --The first meeting of the new-mandate Supreme Consultation and Recommendation Council (SCRC) kicked off here at the Peace Palace this morning under the chairmanship of Prime Minister Samdech Moha Borvor Thipadei Hun Manet.Delegates from the 29 participating parties, including the ruling Cambodian People’s Party (CPP), took part in the meeting and each head of delegation will have five minutes to deliver their respective statements.Samdech Thipadei Prime Minister will present the vision of the SCRC, a non-parliamentary mechanism, in contribution to the promotion of multi-party liberal democracy in the country.SCRC was established after the 6th National Election in 2018 on the initiative of Samdech Akka Moha Sena Padei Techo Hun Sen, the then Prime Minister. Its mandate lasts along with that of the government.SCRC’s major duties are to initiate and provide consultations on the elaboration of policies, laws and regulations of the Royal Government, and monitor the implementation of laws and government policies at the national and sub-national levels as well as provide recommendations in case of inactive or irregular act of any officials.SCRC’s members will be convened for a meeting every month by their chairman (each political party takes over the SCRC chairmanship every month on a rotation basis) and every six months with the Prime Minister or at other necessary time at the Prime Minister’s convocation.

Cambodia Welcomes 4.4 Million Foreign Tourists in First Ten Months

Phnom Penh, December 04, 2023 --Cambodia attracted some 4.4 million international tourists in the first 10 months of 2023, a sharp increase of around 180 percent from 1.57 million over the same period last year, Tourism Minister H.E. Sok Soken said.H.E. Minister shared the figures in the closing ceremony of the 10th Sea Festival held in Kep province on Dec. 3."Cambodia is expected to receive approximately 5.4 million foreign visitors in 2023," he said.Tourism is one of the four pillars supporting Cambodia's economy, in addition to garment, footwear and travel goods export, agriculture, and construction and real estate.According to the Ministry of Tourism, the number of international visitors to Cambodia is predicted to reach 7 million by 2025, surpassing the pre-COVID-19 pandemic level of 6.6 million in 2019.Cambodia is well known for its world cultural heritage sites, namely the Angkor Archaeological Park in Siem Reap province, the Preah Vihear Temple and Koh Ker Temple in Preah Vihear province, and the Sambor Prei Kuk Archaeological Site in Kampong Thom province.Besides, the Kingdom has a 450-kilometre-long pristine coastline stretching across four southwestern provinces of Preah Sihanouk, Kampot, Kep and Koh Kong.

Cambodia Hosts a Training on Law of the Sea for Cambodian, Lao and Vietnamese Officials

Phnom Penh, December 04, 2023 --The National Institute of Diplomacy and International Relations at the Cambodian Ministry of Foreign Affairs and International Cooperation (MFAIC) has recently organised a training course on the Law of the Sea for Cambodian, Lao and Vietnamese officials.The Australian National Centre for Ocean Resources & Security of the University of Wollongong led the training course, held in Siem Reap province from Nov. 20 to 24 in collaboration with the Australian Embassy in Cambodia, for 23 maritime policy and security officials along with coast guard and navy officers from the three neighbouring countries, said a recent press release of MFAIC.According to the source, the course included key principles of the UN Convention on the Law of the Sea of 1982 as well as the rights and duties of states in different maritime zones and navigational regimes. It also analysed how the Law of the Sea developed through state practice and negotiation, and evaluated its diverse implementation.In addition, it continued, participants considered how Law of the Sea provisions have been interpreted and how the law relates to other aspects of international law including areas such as fisheries, the environment and scientific research. They also considered third-party settlement of disputes under Part XV of the convention.Institute President H.E. Mr. Cheuy Vichet and Australian Embassy Deputy Head of Mission Mr. Andreas Zurbrugg awarded certificates to the participants. They highlighted the good relations between Cambodia and Australia, and the commitment to building capacity for government officials.Australia's Department of Foreign Affairs and Trade funded the training with support from Cambodia's Ministry of Foreign Affairs and International Cooperation.

Asian Parliamentary Assembly Invites Cambodia to Host Meeting of Standing Committee on Social and Cultural Affairs Next Year

Cambodia Not to Construct Hydropower Dam on Mekong River

Phnom Penh, November 30, 2023 --There is possibility to build at least two hydropower dams along the Mekong river in Cambodia, but the Royal Government will not do so.While presiding over the groundbreaking ceremony for the construction of Stung Tatai Leu Hydropower Dam of 150 megawatts in Thmar Baing district of Koh Kong province this morning, Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of Cambodia, announced that Cambodia will not build any hydropower dam on the Mekong River, even though there are a lot of benefits for the country's socio-economic development.“The 7th-mandate Royal Government will not build dams on the Mekong River, no matter what the benefits are,” he underlined.There are a total of 11 projects planned, of which seven in Lao PDR, two in Cambodia, and two across the Lao-Thai border.The Mekong River Commission (MRC) pointed out that of the above-mentioned projects, two – Xaiyaburi and Don Sahong - have become operational and four more have been notified to the MRC for Prior Consultation Process.MRC said hydropower development in the Lower Mekong River (LMB) brings both positive and negative consequences.According to the MRC Council Study on the Sustainable Management and Development of the Mekong River Basin including Impacts of Mainstream Hydropower Projects, the LMB could see economic gains from full hydropower development of more than US$160 billion by 2040. Development of hydropower brings synergies with other water related sectors as well, including expanding irrigation that is key to food security, provides access to electricity that is key to poverty reduction, contributes to navigation that enhances regional trade, and provides flood management and drought relief that is important part of adapting to climate change.But those benefits come with potential costs. The decline of fisheries could cost nearly US$23 billion by 2040. The loss of forests, wetlands, and mangroves may cost up to US$145 billion. With further reduction of sediment due to dams and sand mining, rice growth along the Mekong will be severely curtailed. Fish farms, irrigation schemes, and expanding agriculture could offset these losses, although with uneven results between countries.

Sea Festival 2023 Kicks Off Today in Kep Province

Tourist Pavilion Receives Nearly 7,000 International Visitors during Water Festival Celebration

Over 10,000 Police Forces Deployed to Ensure Security and Order during Water Festival

PM: Cambodia’s Economy to Grow by 6.6 Percent Next Year

An Endangered Tortoise, “Elongated Tortoise” Spotted in Stung Treng

Phnom Penh, November 20, 2023—An endangered tortoise, “Elongated Tortoise” (Indotestudo elongata), has been spotted in Seam Pang district, Stung Treng province.The good news was shared late last week by the United States Agency for International Development (USAID) Morodok Baitang, adding that the tortoise was discovered by its conservative team in September 2023.According to the source, the Elongated tortoise is a species of tortoise found in parts of south-east Asia. Elongated tortoises are omnivores. Their diet primarily includes plant matter such as leaves, fruits, mushrooms, and invertebrates.Elongated tortoise spends much of their time resting in piles of leaf litter and rarely venture out into direct sunlight, so most of their activity occurs at dawn or dusk. They exhibit an increase in activity during the rainy season.The Elongated tortoise is classified as critically endangered due to major population decline resulting from habitat loss and collecting for traditional medicines, the pet trade and food.

Naga Balustrade Restoration Project of Angkor Wat to be Completed Late This Month

Phnom Penh, November 21, 2023 --The restoration project of Naga Balustrades of Angkor Wat Temple in Siem Reap province is expected to be completed at the end of November, according to the APSARA National Authority.Archaeologist of the Department of Temple Preservation and Archeology, Mr. Say Sophearin, said that in the past three months, his team has worked to repair more than 90 percent of the Naga balustrades and stairs on the south side of Angkor Wat.Mr. Sophearin said that the team repaired and strengthened the foundation of the staircase and the Naga balustrades, divided into three stages. The first one is to repair and strengthen the staircase that collapsed by arranging the torn stone to follow the default and restore the ancient drainage system. The second step is to repair the unbalanced Naga's head to make it stronger by adding new stones to replace the lost ones. The third step is to repair the 15-metre-long Naga balustrade, including the structure of the Naga assembly so that the Naga's body can run straight back to its original position.Mr. Say Sophearin confirmed that the work of repairing the Naga balustrades and the southern staircase of the Angkor Wat Temple began in mid-July. Some of the remaining work, such as cutting the stone of the new Naga body, compacting the ground to prevent water leakage, and avoiding further damage, is scheduled to be completed by the end of November 2023.

MPWT: 2019, the Year with Highest Road Accidents in Last Five Years

Phnom Penh, November 21, 2023 --“2019” was the year with the highest number of road accidents during the last five years, with 4,141 cases, resulting in 2,151 deaths, 4,097 serious injuries and 7,271 minor injuries.The remark was made known by H.E. Peng Ponea, Minister of Public Works and Transport at the launch of Prakas on road use and Prakas on safety distance for automobiles, held at the ministry office on Nov. 20, with the participation of some 300 representatives from the General Commissariat of National Police, Capital/Provincial Police Commissariats, Capital/Provincial Departments of Public Works and Transport, transport associations, transport companies and diving schools.The main causes of road accidents in the past five years include excessive speedg (44 percent), disrespect for priority right (14 percent), drunk driving (13 percent), overtaking in dangerous conditions (12.5 percent), and failure to keep right (10 percent), H.E. Minister pointed out.In the first ten months of this year, he added, 2,716 cases of road accidents were recorded, with1,286 deaths, 2,258 serious injuries and 1,382 minor injuries. Compared to the figures in the same period last year, the rate of traffic accidents jumped by 9 percent, the number of fatalities decreased by 11 percent, the number of serious injuries rose by 3 percent, the number of minor injuries increased 10 percent, while the failure to wear a helmet wearing dropped by 10 percent.According to H.E. Peng Ponea, traffic accidents cost Cambodia over US$400 million a year, regardless of social hardship such as disabilities, orphans, widows, and poor family economy.

Minimum Temperature To Drop To 18 Degrees Celsius This Week

Phnom Penh, November 20, 2023 --Cambodia’s Prime Minister Samdech Moha Borvor Thipadei Hun Manet called upon all to pay attention on the national economic scale.Addressing at the official launching ceremony for the implementation of the 5th and 6th Priority Policy Programmes of the Royal Government, 7th Legislature of the National Assembly, Samdech Thipadei Hun Manet said economic scale is an important point that Cambodia should consider.“If our nation hasn’t the right economic scale, we will be very difficult to compete with the other”, he underlined.Moreover, if we don’t have clear economic scale, we also find it difficult to access to technology and receive detailed interventions, he added.Samdech Thipadei Hun Manet said to be one of the 10 major agriculture exporters, Cambodia needs a proper economic scale. We should think of the common interests of the agricultural sector as a whole rather than the interests of any single company.By early November, Cambodia has put 3.6 million hectares under rice in total and exported in total 6.2 million tonnes of agricultural products worth US$ 3.5 billion to 74 countries.

OPINION: Cambodia-Vietnam Relations in the New Era

Phnom Penh, November 20, 2023 --August 2023 marked a new chapter of Cambodian history of over 500 years with peaceful and smooth transition of power. Samdech Thipadei Dr. Hun Manet succeeded his father and long-serving prime minister Samdech Techo Hun Sen as the country’s leader after their Cambodian People’s Party won a landslide victory in the national election in July. Foreign media and the diplomatic community have kept an eye on Cambodia’s foreign policy to determine which direction the country is taking.Just weeks after assuming office, Prime Minister Hun Manet has held a series of overseas trips in September 2023, including Indonesia’s capital of Jakarta for the 43rd ASEAN Summit and Related Summits, China’s Beijing Capital for official visit and Nanning City for China-ASEAN Expo, the US’ New York for the 78th UN General Assembly (UNGA 78), and again China’s Beijing Capital for the Third Belt and Road Forum for International Cooperation in October 2023. In addition, the newly elected Prime Minister of neighbouring Kingdom of Thailand, Mr. Srettha Thavisin paid his first official overseas visit to Cambodia in late September 2023.Vietnam will be the third country that Prime Minister Hun Manet will pay his official visit in December this year. However, the exchanges of state and official visits between top leaders and government’s officials between the two countries have been made in many platforms and at many levels. For instance, the Cambodian National Defence Minister Tea Seiha paid a friendly and official visit to Vietnam from November 12-14 at the invitation of Vietnamese National Minister Mr. Phan Van Giang while the Cambodia National Assembly President Ms. Khuon Sudary planned to pay an official and friendly visit to Vietnam at the end of November 2023.The change of Cambodia’s leadership has posed a question on how Cambodia’s neighbourhood diplomacy looks like, and especially how Cambodia-Vietnam relationship is going to be in the new era under the Cambodian new Prime Minister Hun Manet’s leadership.Despite the change of leadership, the guiding principles of the country's foreign policy remain unchanged and based on Article 53 of the Constitution, which affirms Cambodia's commitment to permanent neutrality, non-alliance and peaceful coexistence.The ruling Cambodian People’s Party has set seven core principles for the next five years for the country's foreign policy, which include opposing force, disapproval of unlawful occupations, non-interference in the domestic affairs of other countries, prohibition of foreign military presence in Cambodia, and refusal to endorse invasions of other countries.As a post-conflict nation, Cambodia attaches great importance to peace and stability, both domestically and regionally, and is committed to promoting development and prosperity, and preventing any interference in its relations with other countries.As the matter of fact, within the framework of bilateral relations with Vietnam, Cambodia has adhered to the foreign policy of being a good neighbour by strengthening friendship and expanding cooperation not only within the bilateral framework but also by supporting each other in international and regional forums. In regional forums, the two countries exchanged views on regional and international issues which are mutually beneficial for both countries. Vietnam, on the other hand, in its framework for bilateral foreign policy with Cambodia, it’s is not much different from Cambodia, Vietnam has considered Cambodia as a neighbouring country where good relations are considered a priority and must be nurtured.Cambodia and Vietnam have cultivated time-honoured friendship and cooperation characterized by profound political trust and functional collaboration across sectors. Bilateral relations between the two countries are developing in many fields.Cambodia and Vietnam agree that strengthening and enhancing the ties of friendship and cooperation between the two countries are very important for both nations. Bilateral foreign policy of Cambodia and Vietnam to each other highlights the strength of relations between the two countries.Cambodia-Vietnam ties continue to diversify, both on the bilateral and multilateral levels while gaining in strength in all areas of common interest. The two countries are jointly addressing common and global challenges, strengthening contacts at all levels and across platforms, and deepening mutual understanding will ensure they make greater achievements at the national and global levels.In expressing their positions to each other, the leaders of the two countries have always highlighted their commitment to strengthen, expand and enhance the relations between the two countries to a new level, which brings fruitful results and real benefits for the people of both countries and a positive contribution to peace, stability, cooperation, and prosperity in the region and the world. Strengthening relations and cooperation between the two countries is absolutely indispensable.As an immediate neighbour, Vietnam has always supported the Cambodian people’s independent choice of development path, the path best suited to their national conditions, and backed them in defending Cambodia’s sovereignty and national security. It also supports the Cambodian people in advancing their major domestic political agenda and socioeconomic development, and opposing external interference in Cambodia's internal affairs.In this context, Prime Minister Hun Manet maintains the current policy toward Vietnam, which is based on traditional friendship, mutual trust and win-win cooperation. And he is unlikely to change the policy of close cooperation between the ruling parties and governments of the two countries, strengthening the comprehensive strategic partnership of cooperation, and jointly building a high-quality, high-level and high-standard between the nations for mutual benefit, thus contributing to peace, stability and prosperity in the region and beyond.Prime Minister Hun Manet and his youthful new government are well aware of the recessionary troubles afflicting both the EU and the US, and know the economic incentives of maintaining close ties with Vietnam. Cambodia now seeks to diversify trade and investment toward sustainable value-added processing and manufacturing to meet the burgeoning needs of ASEAN's expanding middle class.Despite the post-pandemic effects, the spill-over effects of the Russia-Ukraine crisis, Palestinian Hamas-Israeli conflict, and recessionary trends in the EU and the US that have affected its housing, tourism and garment sectors, the Cambodian economy remains robust. High on Hun Manet's agenda will be issues such as building on Cambodia's RCEP and ASEAN membership and the FTAs with China and the ROK to continue his father's legacy of political stability and relatively high economic growth of 7 percent a year during his term.Historical and long-standing relations, and comprehensive strategic partnership of cooperation, and unbreakable friendship, are the greatest legacy of Hun Sen in Cambodia-Vietnam relations, which Prime Minister Hun Manet needs to take forward. The healthy and stable relationship between Cambodia and Vietnam is both important and necessary to deepen practical cooperation in various fields.Good relations between Cambodia and Vietnam are very important and significantly contribute to regional peace, security, stability, and prosperity. The two countries are good neighbours that peacefully co-exist and help and support each other in all circumstances. Understanding each other base on mutual benefit and equality is a basis of good neighbourliness between the two countries. It is an effective mechanism for increasing comprehensive benefits for neighbouring countries and improving cooperation that provides mutual benefit in all areas.Therefore, the two countries must continue to live together in peace, with mutual respect for sovereignty, independence, and territorial integrity, not interfere in each other’s internal affairs, resolve issues peacefully and cooperate in all areas of mutual benefit that can be fitted the motto of the relationship adopted by the two countries – “good neighbourliness, traditional friendship, and comprehensive, sustainable and long-term cooperation” between the two countries in the coming time. With this motto, it is hoped that the relations between the two countries for the next centuries will continue to grow broader, deeper, more efficient and better.
