Phnom Penh, April 04, 2024 --The Prime Minister of Cambodia has stressed the need to regularly conduct the reform of ministries and institutions to promote the effectiveness of service provision to the public.The Cambodian Premier, Samdech Moha Borvor Thipadei Hun Manet, made the remarks while presiding over the closing ceremony of the Ministry of Civil Service held in Phnom Penh this afternoon.Samdech Thipadei Hun Manet noted that the ministries and institutions have so far made regular reforms, adding that in this seventh mandate, the Royal Government will further sharpen it to meet the current context and social needs.Samdech Thipadei Prime Minister laid stress on the importance of continued reform of institutions and governance to achieve a highly capable, intelligent and efficient public administration.“What we want is a strong public administration that is flexible and effective in performing its duties for the nation, both at the national and sub-national levels,” he said, underlining that in order to have a strong and effective public administration, it is necessary for all stakeholders to work together.

Phnom Penh, April 04, 2024 --Prime Minister Samdech Moha Borvor Thipadei Hun Manet has re-emphasised Cambodia’s commitment for a mine-free world and urged for collective action to turn this vision into reality.“We reaffirm our commitment to achieving a mine-free world, overcoming the challenges posed by landmines and turning our vision into reality to ensure that the next generation can live in safety and dignity and be free from the threat of landmines and explosive remnants of war,” said the Cambodian Premier in a message released on his social media networks this morning on the occasion of the International Mine Awareness Day.As Cambodia is the Chair of the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction (Ottawa Treaty) in 2024, Samdech Thipadei Hun Manet called on the international community to continue to work together to highlight the efforts to eliminate this hidden killer, as well as emphasise the importance of mine action to promote peace, security and sustainable development around the world.The International Mine Awareness Day, observed this year under the theme "Protecting Life, Building Peace," is aimed to underscore the importance of raising awareness on the threat posed by landmines and explosive remnants of war to innocent people worldwide.Samdech Thipadei Hun Manet took the opportunity to express his gratitude to all stakeholders who have worked with courage and dedication to mine action and victim assistance to ensure safety and prosperity of people around the world.Cambodia became a party to the Ottawa Treaty in 2000 and has been fulfilling its role as a model and leading State Party in the elimination of anti-personnel mines. The Kingdom has been elected by the 164 States Parties to chair and host the 5th Review Conference of the Mine Ban Convention – the Siem Reap-Angkor Summit on a Mine-Free World –in late November this year in Siem Reap cultural province. 

Cambodian, Vietnamese Interior Ministries Reaffirm Cooperation

Senior Lieutenant General Luong Tam Quang, when received by Cambodian Deputy Prime Minister and Minister of Interior H.E. Sar Sokha here in Phnom Penh on April 2.H.E. Senior Lieutenant General Luong Tam Quang was also committed to further strengthening cooperation with relevant units under the Ministry of Interior of Cambodia.H.E. We will spare no efforts to ensure strong national unity and social solidarity and safeguard our country’s independence, sovereignty, territorial integrity, and dignity,” he underlined.Samdech Techo Hun Sen spoke highly of the Senate’s roles, stressing that since its inception, the Senate has demonstrated great competence, political maturity and highest responsibility in serving the core interests of the country and people, delivering remarkable achievements and progress in the implementation of its three core functions which are legislation, oversight of the implementation of the laws and policies, and representation.In addition, he continued, the Senate plays a crucial role in domestic politics, coordinating the work between the National Assembly and the Royal Government to solve any political crisis whenever such contingency happens.“In my capacity as co-founder of this Senate, I would like to take this very rare opportunity to recall the political importance of the establishment of the Senate in resolving the political crisis that created a major threat to the national unity and stability after the elections of the members of the National Assembly of the Second Legislature. Thanks to late Samdech Akka Moha Thomma Pothisal Chea Sim's willingness to head this highest institution in 1999 based on the agreement on Nov. 13, 1998, the door was opened for a political solution and cooperation between the elected political parties. Since then, the Senate has worked with professionalism and responsibility in representing and defending the interests of citizens and ensuring that their voices are heard in the legislative process. The Senate plays a vital role in the development and passage of the laws that govern our nation. Through its thorough review and offer of its views of draft laws and bills, the Senate also provides checks and balances of state powers, ensuring that decisions are made that reflect the values and aspirations of our society and people,” he said.The role of the Senate is also very important in developing international relations. “For that reason and for this legislature, I am going to adopt the promotion of parliamentary diplomacy as one of our institution’s priorities. Former Prime Minister Of Cambodia Elected As President Of Senate

Phnom Penh, April 03, 2024 --Former Prime Minister of Cambodia, Samdech Akka Moha Sena Padei Techo Hun Sen, was unanimously elected this morning as the President of the 5th legislature of the Senate.The election took place at the inaugural session of the 5th legislature of the Senate, held here at the Senate Palace under the royal presidency of His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni, King of Cambodia.At the same time, H.E. Prak Sokhonn, Former Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation and H.E. Ouch Borith, Former Secretary of State at the Ministry of Foreign Affairs and International Cooperation were elected First and Second Vice Presidents of the Senate, respectively.H.E. Sok Eysan, the eldest senator, officially announced the support from all the senators to Samdech Techo Hun Sen and his two vice presidents.Samdech Techo Hun Sen has led the executive body of Cambodia for 38 years since 1985.Cambodia organised the 5th Senate Election on Feb. 25, 2024 with the participation of four political parties, including the Cambodian People’s Party (CPP), Khmer Will Party, FUNCINPEC Party, and National Power Party.The result shows that the CPP won 55 of the total 58 seats, while the Khmer Will Party got the remaining three seats. The FUNCINPEC Party and the National Power Party did not get enough votes to gain a seat.The Senate of Cambodia is composed of 62 seats, 58 of which are elected in a non-universal suffrage, two are appointed by His Majesty the King, and the other two are elected by the NA.The Senate of Cambodia was established on Mar. 25, 1999 with 61 senators. At that time, the senate members were appointed, not by election, of them 33 were from the CPP, 21 from the FUNCINPEC Party and seven from the Sam Rainsy Party.

Asia has achieved tremendous development and has played a leading role in growth, especially during a difficult period of global economic downturn. Asia's strong economic growth and position as the world's manufacturing and trade hub have given Asia an important global role, despite the slowdown in the global economy and the recent supply chain restructuring. Overall, Asia’s economy is expected to contribute 60 percent of the world's GDP growth in the coming year.“In this sense, our region needs to work together to maintain a positive momentum, our actions must be guided by the principles of multilateralism, based on the rule of law that applies to all of us, not to any group of countries. We must continue to strive for deeper integration and better connectivity, rather than push for disconnection and blockade. We must recognise that multilateralism is a principle that supports globalisation, sustainable development and poverty reduction that are of real benefit to our world today,” he underlined.Samdech Techo Hun Sen said that the Belt and Road Initiative has supported the construction of public infrastructure on continents. Phnom Penh, March 29, 2024 --Phnom Penh Capital Hall has announced the opening of the second layer of the Morodok Techo Flyover for temporary use from April 1 onward.Signed by the governor, H.E. Khuong Sreng, the public notification was circulated on Mar. 28.The opening of the overpass, located in Khan Meanchey and Khan Chamkar Mon of Phnom Penh, aims especially to ease traffic during the upcoming Khmer New Year.The second layer of the overpass connects the Samdech Techo Hun Sen and Preah Monivong boulevards.Currently, only cleanup remains for the construction of the flyover.

Cambodia Anti-Doping Agency Established

Phnom Penh, March 25, 2024 --Cambodia Anti-Doping Agency (CADA) was recently established in contribution to fighting against the consumption of illegal performance-enhancing drugs (PED) in sporting competitions.CADA, formed by a sub-decree dated Mar. 15 and released to the public today, is under the management of a Board of Directors headed by the Minister of Education, Youth and Sports with two deputies and two members from different ministries.According to the sub-decree, CADA consists of two specialised commissions: Commission of Doping Result Management and Penalty, and Commission of Therapeutic Use Exemptions.The primary duties of CADA are to develop policies, strategic plans, action plans and relevant regulations related to anti-doping in sport; conduct research and compile anti-doping programmes in sport; conduct research on and disseminate prohibited substances and methods; monitor the implementation of International Convention against Doping in Sport and World Anti-Doping Code; and so on, it pointed out.The organisation and functioning of CADA will be determined by a Prakas of the Minister of Education, Youth and Sports, the source underlined.CADA also has two offices – the Office of Administration, Planning, Education and Broadcasting, and the Office of Doping Control.

Cambodia Calls for Carbon Investment to Enhance Environmental Health

The Ministry of Environment has released a request for more carbon investment in Cambodia with the goal of enhancing the country's air, water, and soil cleanliness.On March 26, in Phnom Penh, Minister Eang Sophalleth met with Hoang Anh Dung, CEO of Vietnam's Investment and Trading Consulting Company Limited (INTRACO Holding), to discuss this request. The Minister underlined that corporations from Japan, Singapore, and Vietnam are among the players involved in carbon trading that Cambodia is willing to share dividends with.Hoang Anh Dung discussed the company's intentions to support the Ministry's environmental objectives by giving impoverished populations in isolated locations eco-friendly stoves and water filters. It is anticipated that this program will support international efforts to combat climate change by encouraging the use of clean energy sources and lowering emissions.In addition to praising INTRACO Holding's proposal, Minister Sophalleth presented the Ministry's bold plan to boost carbon trade by 41.7 percent by 2030. This objective reflects Cambodia's commitment to global efforts to mitigate climate change and is consistent with Article 6 of the Paris Agreement on Climate Change.The cooperation emphasizes Cambodia's proactive approach to promoting global environmental health through sustainable practices and the growing significance of cross-border partnerships in tackling environmental concerns.

Kratie Province Achieves Mine-Free Status

Phnom Penh, March 26, 2024 --Kratie province has officially obtained the mine-free status under Samdech Techo Project for Mine Action (STP-MA) themed “Providing Safe Ground, Creating Smiles”.A ceremony to declare Kratie as a mine-free province was held in the provincial city this morning under the presidency of Samdech Kitti Sangaha Pundit Men Sam An, a Member of the Supreme Privy Council to His Majesty the King.In a post on his social media networks this morning, Prime Minister Samdech Moha Borvor Thipadei Hun Manet extended his congratulations to this achievement, saying “Mar. 26, 2024 is a historic day when the people of Kratie province are freed from the threat of landmines and Kratie is the 15th province in Cambodia being declared mine-free.”For two decades, from 2003 to 2023, over 133 square kilometres of land, equivalent to 795 minefields have been cleared, and some 60,000 mines and other explosive remnants have been found and destroyed, by three operators, including the National Centre for Peacekeeping Forces, Mines and Explosive Remnants of War Clearance (NPMEC), Cambodian Mine Action Centre (CMAC), and HALO Trust, benefitting almost 400,000 local people.Achievement of mine-free status by Kratie province is one of the many achievements of the 7th-mandate Royal Government of Cambodia in more than six months of office, with financial support from the “Mine-Free Cambodia 2025” Fund and Samdech Techo Project for Mine Action, as well as the generous contribution of friendly countries, development partners and charitable people, said the Premier, adding that during the over six months, three provinces have been declared mine-free – Kampong Speu, Mondulkiri and Kratie.The other mine-free provinces are Kampong Speu, Mondulkiri, Stung Treng, Kep, Prey Veng, Preah Sihanouk, Thbong Khmum, Kampong Cham, Svay Rieng, Kampong Chhnang, Kandal, Takeo, and Kampot, and Phnom Penh capital.

26 March, Phnom Penh - In a bilateral meeting with Laotian Prime Minister Sonexay Siphandone, Cambodian Prime Minister Hun Manet asked the Lao side to look into the possibilities of importing some items from Cambodia, especially drinks, according to Cambodian Delegate Minister Jean François Tan.After Samdech Thipadei's visit to the Lao PDR came to an end on Tuesday, March 26, Jean François Tan spoke during a news conference.Delegate Minister Jean François Tan pointed out, "In order to increase the trade volume between Cambodia and Laos, we have asked our Laotian friends to consider importing some goods from Cambodia, such as beverages, which are high-potential and abundant in Cambodia."In addition, Prime Minister Hun Manet urged his Laotian colleagues to investigate the prospect of strengthening economic integration through trade in services, including as banking, transportation, and tourism services, according to Jean François Tan. Phnom Penh, March 26, 2024 --Cambodian Prime Minister Samdech Moha Borvor Thipadei Hun Manet has encouraged the Cambodian-Lao and Lao-Cambodian Friendship Associations to further promote the people-to-people contacts, especially between those living along the common border area, for mutual benefits.The Cambodian Premier made the encouragement when he received in Vientiane on Mar. 25 a courtesy call from H.E. Khambai Damlat, President of the Lao-Cambodian Friendship Association, during his stay in Lao PDR for a two-day official visit.At the same time, Samdech Thipadei Hun Manet stressed the importance of enhancing communication between the people of the two countries, which will further contribute to the promotion of trade, tourism and other key sectors of both nations.The Prime Minister also expressed his appreciation for the Cambodian-Lao and Lao-Cambodian Friendship Associations that have contributed to the strengthening of relations between the two neighbouring countries.As he noted more potential of Cambodia and Laos, Samdech Thipadei encouraged the two Friendship Associations to do their best to facilitate greater connectivity between both countries.For his part, H.E. Kambai Damlat congratulated the achievements of the Royal Government of Cambodia as well as the improvement of Cambodians’ living standard.The Lao-Cambodian Friendship Association president spoke highly of the visit of Samdech Thipadei Hun Manet to Laos, expressing his conviction that this visit will contribute to further fostering the cooperation and friendship between the two countries.

PM Appreciates TB Control, Calls On More Work

Phnom Penh, March 23, 2024 --The Prime Minister commends Cambodia's achievements in fighting against tuberculosis (TB) and advises further acceleration of the service.Samdech Moha Borvor Thipadei Hun Manet shared the remark in an open letter to mark the World TB Day, Mar. 24, themed 'Yes! We can end TB.'Cambodia has transformed herself from a country among others with the highest TB prevalences in the world into one considered a role model in fighting the disease, he said.New TB cases dropped from 579 per 100,000 people in 2000 to 320 in 2022, which is a 45 percent decrease.The TB death rate also declined by around 45 percent, from 42 cases per 100,000 in 2000 to 23 cases in 2022.Samdech Thipadei Hun Manet highlighted that Cambodia should not be complacent with the success but work harder to overcome the challenges faced in fighting TB.Promoting the health and quality of life of the people is top on the government's agenda, he continued.From there, he called on the Ministry of Health and other stakeholders at all levels to mobilise available resources and accelerate TB tracking and treatment services, aiming for a success rate of more than 90 percent.Samdech Thipadei Hun Manet ended his message by thanking the ministry and its officials, as well as other players in the area, for their hard work so far.
