According to the General Department of Customs and Excise (GDCE), in the first nine months of 2023, Cambodia's exports of electrical machinery, equipment, and related products exceeded $2.4 billion, nearly doubling in value from the same time the previous year.Under Harmonized System (HS) Code 85, the exports achieved a value of $2.476 billion from January to September 2023, a 93.5% increase over the $1.28 billion registered in the same period in 2022.This is 14.6% of Cambodia's overall export earnings for the same time, which came to almost $17 billion. Merely 7.5% of the entire exports in 2022, totaling over $17 billion, came from this sector.Economist Hong Vanak of the Royal Academy of Cambodia's International Relations Institute stated on November 6 that the nation has become a diverse production hub for the global market as a result of its strategic efforts to attract both foreign and local investors and its steady development. The speaker emphasized that the increase in electrical exports is indicative of both the capacity of the workforce and the attraction of major firms to develop factories and production facilities in the nation.According to him, "the construction of factories in Cambodia that can produce machinery and components is a significant draw for large companies, who may prefer to manufacture or assemble products locally to avoid the shipping costs incurred from overseas assembly."He pointed out that the industries connected to these products might make more money than the labor-intensive ones.He cited a number of reasons for the rise in these products' exports, including the nation's political stability, advantageous location, cheap and abundant labor, effective transportation system, investment-friendly laws, and accessibility to export markets with favorable tariff agreements. To put things in perspective, the Kingdom's Code 85 product exports reached $1.998 billion in 2022, up 84.8% from $1.081 billion the previous year. According to the GDCE, these exports and allied goods made up 8.9% of the nation's total export value in 2022, which came to $22.482 billion.

Greater tax incentives to encourage investment have also been suggested, and Chinese-ASEAN financiers have been asked to consider investing in Cambodia's agriculture industry.Director-general of the Institute of China Studies at the Royal Academy of Cambodia (RAC), Ky Sereyvath, delivered the following statements during the recently concluded Zhengzhou-Cambodia-ASEAN New Air Silk Road Development Forum in Zhengzhou, in the province of Henan, China. He emphasized Cambodia's strategic location at the center of ASEAN and proposed that it might act as a major trading hub for Henan, boosting global trade by exchanging goods, capital, and services with ASEAN countries. The commerce hub function of Cambodia may enhance Zhengzhou's commercial ties with ASEAN. The impact of trade between China and Cambodia on the two countries' economic cooperation serves as evidence of this, the speaker said. Our goal is to process only the best mangoes, whether they are dried or turned into jam. Henan is considered to have a lot of locations that are good for farming, however, Cambodian mangoes are better in terms of flavor. With the full support of the Cambodian government, this offers Chinese investors a fantastic opportunity to import mangoes from Cambodia at a reduced price," he continued. He also voiced the hope that China will allow favorable tariffs and lower non-tariff barriers to Cambodian exports, particularly for chemicals and pesticides. In the first nine months of 2023, trade volume between the two countries totaled $9.099 billion. At $1.059 billion, Cambodia's exports to China represented an 18% increase over the same time in 2022. China's imports came to around $8.040 billion, up slightly over one percent from the year before, according to the Ministry of Commerce.

The Prime Minister of the Kingdom of Cambodia, His Excellency Hun Manet, said that the first phase of the new deep-sea port will be officially built before the end of 2023 to ensure the docking of large container vessels in response to the increase in the volume of containers passing through this port now and in the future. On the morning of November 7, 2023, Samdech Hun Manet said that during the meeting with more than 15,000 workers from factories and enterprises based in Cambodia Jeju Gurji Special Economic Zone, Preah Sihanouk Province, the Royal Government is upgrading its warehouses and preparing to build a new deep-sea port in Sihanoukville to allow large container vessels to dock.Samdech Hun Manet continued that the foundation stone for the construction of the new deep-sea port was due to the fact that the current port of Sihanoukville is only 9 and a half meters deep, so all goods entering Cambodia by ship imported only 18% of the goods, making the shipping costly. He said that if the first phase of the new deep-sea port is completed, it will be able to bring in 93% of container vessels, while only 7% will be left, thus reducing the cost of transport of about 400 containers per container from $ 500 to $ 200 per container. In addition, if the new deep-sea port is further developed in the second or third phase, then all ships can enter Cambodia, which will help create more jobs and boost the economy even more."Right now we are renovating a container site and a warehouse to accommodate another ship, but more importantly, we have worked with Japan and agreed with Japan to help in the construction, which we borrowed, plus Japanese technology to invest in the expansion of our deepwater port.In the first phase of the port, I hope to hit the ground running before the end of the year. His Excellency Sun Chanthol, Deputy Prime Minister and First Vice President of the Council for the Development of Cambodia, met with President Jaika yesterday. I assigned him to meet to encourage negotiations to end in a budget drop to start laying the groundwork for the first step in expanding our port."Our port expansion hopes to hit the ground running this year because it is an important year for Cambodia and Japan, the 70th anniversary of our relationship. I said to hit the ground before the end of the year, so he did it. I thank you, and we will work together."

‘Belt and Road’ Forum: Charting the Course for China’s Global Development Initiative

date_range 24-Oct-2023
visibility 11

An important turning point in the course of world growth was marked by the third "Belt and Road" International Cooperation Summit Forum, which took place in the heart of Beijing. The forum demonstrated the "Belt and Road" initiative's persistent advancements over the previous ten years and reaffirmed China's commitment to promoting high-quality growth through eight measures. The 'Belt and Road' Initiative's DevelopmentThe requirement of creativity and diversity in determining the initiative's future emerged often during the debate. The Chinese vision aspires to open up limitless possibilities for joint growth, giving various nations' modernization efforts a powerful boost. The meeting helped to forge a global consensus on the need to launch the "Belt and Road" initiative into a new era of high-quality growth. The way ahead, meanwhile, is not without difficulties. According to reports, China may be readjusting its strategy for the Belt and Road Initiative, putting less emphasis on massive infrastructure projects and more on smaller, more significant initiatives. This shift is intended to promote low-carbon and environmentally friendly development, promote interpersonal interactions, and support financially less risky initiatives. This change in strategy is a response to the rising difficulty of financing larger infrastructure projects due to sovereign debt issues and escalating risk.Project feasibility and financial restrictionsThe Belt and Road initiatives' course is also being affected by China's budgetary limitations. China has invested more than US$1 trillion in Belt and Road projects over the past ten years since the initiative's launch. However, there has been a significant decline in investments over the past year, which reflects China's aim to get the most out of smaller projects and make expenditures that would have a greater impact. The Main Line 1 (ML-1) railway project in Pakistan, which aims to modernize more than 1,700 kilometers of track between Karachi and Peshawar, was one of the major projects covered during the event. Concerns about its viability and finance persist despite its acceptance and signing given the decreased funding for Belt and Road projects. The IMF's agreement to give China a sovereign guarantee for the ML-1 loan remains questionable, and Pakistan's declining foreign reserves could present new difficulties. The 'Belt and Road' Initiative's FutureThe Belt and Road Initiative continues to be a key component of China's strategy for international development despite the difficulties. Its success is attested to by the more than 230 agreements with more than 150 nations and 30 international organizations. Over 140 nations and territories have turned to it as their primary trading partner, and investments worth close to $1 trillion have been made.China's dedication to high-quality growth, with an emphasis on innovation, inclusion, and sustainable development, was reiterated at the most recent summit. China's preference for smaller, more significant initiatives is a reflection of its aim to make sure that its investments are successful and compatible with the shifting global environment. Despite difficulties and modifications, China's Belt and Road Initiative is still crucial to its aspirations to promote economic integration and development across Asia, Europe, and Africa.
