ECCC: New International Judges Appointed

Ms. Katrien Gabriël WITTLEMAN (Netherlands) has been appointed by His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni, King of Cambodia, as International Judge of the Supreme Court Chamber, while Mr. Motoo NOGUCHI (Japan) as Reserve International Judge of the Supreme Court Chamber.

The appointment was made upon the nomination by the Secretary-General of the United Nations António Guterres and the approval by the Supreme Council of the Magistracy, according to a press release of the Extraordinary Chambers in the Courts of Cambodia (ECCC) made public this morning.

According to the source, Judge WITTLEMAN replaces Judge Maureen Harding CLARK (Ireland), who resigned in September 2022. Reserve Judge Philip RAPOZA (USA) was designated as sitting judge of the Supreme Court Chamber following Judge CLARK’s resignation.

Judge NOGUCHI, who previously served as an International Judge of the Supreme Court Chamber between 2006 and 2012, replaces Reserve Judge RAPOZA following his resignation in February 2024.

Pursuant to Article 3 of the UN-RGC Agreement on the ECCC and Rule 17(1) of the ECCC Internal Rules, the Supreme Court Chamber shall be composed of four Cambodian Judges, three International Judges, and Reserve Judges.
